Minutes Llandudno Coastal Forum 12th August 2014

Prior to the meeting beginning Geraint Edwards (CCBC) asked if those present objected to a voice recording of the meeting be made, copies of which would be made available to members on request. No objections to this taking place were made.
1. CONFIRMATION of APPOINTMENT of CHAIR
IT WAS AGREED due to Mr Roy Haley not being able to attend this evening, to place this item on the agenda for the next meeting.
IT WAS FURTHER AGREED That Cllr Greg Robbins (LlTC) act as chairman for the meeting
2.WELCOME and APOLOGIES
See above for apologies
3.GROUP REPRESENTATION
Following the initial meeting of The Llandudno Coastal Forum it had been decided to invite the above groups / organisations to be part of the forum.
Requests had been received from two Groups / Organisations prior to this evenings meeting, regarding representation on the forum. Following a discussion amongst the members present as to their eligibility for forum membership and as the result of a vote taking place
IT WAS AGREED to invite “SHIPS TIMBERS” & “THE FRIENDS of WEST SHORE” to be part of the forum
IT WAS ALSO CONFIRMED that The Coastal Forum, was a group that was totally independent of both CCBC & LlTC, and that all groups and individuals must be invited to attend / participate in the forum
4. TERMS of REFERENCE
A lengthy discussion took place over the wording of the “Terms of Reference” for The Forum to ensure that they covered a broad spectrum and gave the public a ‘sense of hope for the future’, whilst remaining feasible
Concerns were raised as not make promises that could not be delivered upon in the future, leaving the forum open to criticism
IT WAS AGREED TO following a vote adopt the following as The Forum’s “Terms of Reference”
DEVELOP A SUSTAINABLE BEACH MANAGEMENT STRATEGY FOR LLANDUDNO WHICH SEEKS TO:
PROVIDE BEACHES THAT ARE FIT FOR PURPOSE
PROVIDE APPROPRIATE FLOOD & COASTAL EROSION RISK MANAGEMENT
IMPROVE THE NATURAL ENVIRONMENT, RECREATIONAL SPACE AND AESTHETICS and CREATE OPPORTUNITIES FOR COMMERCIAL ACTIVITIES FOR THE TOWN
5. PRESS
The Restore Our Beach group informed the Forum that they had asked for this item to be placed on the agenda for this evening’s meeting as they had been approached by the local press regarding reporting of meetings / press attendance
Concerns were expressed by members over the sensitivity of certain items being discussed with the press present e.g. matters of a commercial / personal nature.
Following a discussion amongst members regarding the pro’s and con’s of press inclusion two proposals were put forward & following a vote taking place
IT WAS RESOLVED To allow the press into meetings but if the Chairman deemed an item to be of a commercial/ personal nature to exclude them for that item
6.WEBSITE
John Farrell Informed the group that a Website with Facebook and Twitter accounts for the Forum had now been set up. The website would included sections for the publication of Forum minutes and the contact details for the stakeholder groups involved in the forum etc. The website could also serve as useful tool for the dissemination of information regarding the work of the forum
The Facebook and Twitter accounts would allow the public easy access to the forum to post comments and ask questions.
Corporate style logo / branding for these sites has been designed to ensure easy online recognition, and for use on all Forum literature. The use of the logo would further emphasise the independence of the forum.
IT WAS AGREED TO Allow John Farrell to manage / “Police” the contents of these sites and to respond to basic items and questions posted on these sites, for the moment.
7. ISSUES and IDEAS
An interactive exercise took place involving maps/ scale drawings of Llandudno North Shore which allowed Forum members to show their ideas for the future of Llandudno North Shore.
8. DATES & TIMES FUTURE MEETINGS
Cllr Greg Robbins (LlTC) Acting Chairman, informed the group that use of Llandudno Town Council chamber as a venue for future meeting on a Tuesday was not possible, as a result
IT WAS AGREED TO Hold future meetings of The Forum on a Thursday.
